Project Description

Efficient cross-border logistics and cold chain systems are vital for economic growth, public health, and trade competitiveness in the Mekong region. However, Cambodia, Lao PDR, and Viet Nam face critical constraints, including fragmented regulations, inadequate infrastructure, and limited institutional capacity. These barriers hinder the movement of temperature-sensitive goods, reduce investment potential, and undermine food safety and supply chain reliability. The proposed “Institutional and Capacity Building for Cross-Border and Cold Chain Logistics in the Mekong Region (ICB-CCL Mekong)” project aims to build institutional and operational capacity for coordinated border management and cold chain logistics in the three countries. It will deliver three key outcomes: • Enhanced efficiency in cross-border and cold chain logistics through targeted capacity building for public and private stakeholders; • Improved regulatory frameworks to support cold chain investment and harmonized standards; and • Data-driven improvements in border infrastructure, supported by field studies and data collection pilot at Trapeang Srae and Trapeang Kriel borders. The initiative includes training programs, consultation workshops, development of a draft regulatory framework for Cambodia, knowledge-sharing sessions, border logistics assessments, and a pilot project at Trapeang Srae and Trapeang Kriel. A study visit to the Republic of Korea will also allow Mekong officials to learn from advanced cold chain systems and regulatory models. The project will be implemented by the General Department of Logistics, Ministry of Public Works and Transport, Cambodia, in collaboration with counterparts in Lao PDR and Viet Nam. The Mekong-ROK Cooperation Fund (MKCF) will play a catalytic role in enabling regional collaboration, technical expertise, and shared learning. Ultimately, the project will contribute to sustainable regional connectivity, unlock new trade and investment opportunities, and enhance public health and food security—aligning directly with MKCF’s goals of promoting inclusive growth and integration in the Mekong subregion.
